No Deal On ‘Guns-In-Parks’

Post Politics has learned that despite reports yesterday that the ‘guns-in-parks’ bill would be pulled under a veto threat from the Governor, the bill will not be recalled.

Rep. Frank Niceley did recall the bill in the House yesterday but that recall was contingent on the Senate sponsor, Sen. Mae Beavers doing the same. Post Politics has learned that Beavers will not recall the bill. There is no deal.

Governor Bredesen said as much yesterday. The Governor said he was told that the sponsors of the bill had on their own decided to “clean up” the bill. And that he had made no threats and no deals.

Rep. Niceley said yesterday that he was recalling the bill to eliminate the section that allows permit holders to carry in city and county parks while allowing armed permit holders to enter state parks.

Niceley said in exchange that Bredesen agreed not to veto any more gun legislation including an amendment that would prevent local governments from trying to avoid the ‘guns in bars’ law via their ability to regulate alcoholic beverages.

If Governor Bredesen does wish to veto the bill he must do so by midnight tonight.

UPDATE: Humphrey’s got quotes:

“It was never my deal anyway,” said Beavers. “The governor has now said it’s not his deal.”

The senator said the Bredesen administration had not discussed the plan with her, though two Democratic senators had done so.

    Oh, priorities, priorities… we are going to cut $1.4 million in funding to prevent babies from dying. Cut strategic investments on road and bridge repair, cut investments in science, technology, education, cut thousands from TennCare.

    At some point, the private sector’s gonna have to kick in and do something about these issues. And I don’t see it happening.

    But hey, I can bring my gun into a bar or a park. And that’s what matters.

    I wish everyone would stop lying and saying all the General Assembly is doing is passing gun bills…everyone should take their heads out of their rears and go look at the floor tapes and calculate the amount of time spent discussing these bills - the percentage is very very small - but you wouldnt know that if you simply read what the media is reporting.

    Also, the state isnt spending a dime on this bill or other gun bills, and if Gov Bredesen would have gotten his budget out sooner, we would have been debating it for a long time now. So everyone needs to stop complaining about spending all time and money on gun bills - because its simply not true.

    The gun bills this session were almost all ones that have been repeatedly “shot down” by former Speaker Naifeh with his iron-fisted committee control over the years. Most of these, if not all, have enjoyed majority support, but were never allowed a full House vote.

    Most importantly, all of these bills are in accordance with the RIGHT of armed self-defense specifically enumerated in Article I, Section 26 of the Tennessee Constitution’s Declaration of Rights to which the govenor and all legislators take an oath to uphold. Therefore, the Govenor is constrained by his oath of office to sign these bills.

    You say that like one has something to do with the other. It doesn’t. Not real sure how that’s a priorities issue, since one’s a budget issue and the other is a civil rights issue.
