Haslam, however, takes exception to anyone’s impression that he’s a moderate Republican.

The mayor said last week that he would be in favor of the Legislature’s proposed amendment to the state constitution on abortion, after he told Nashville reporters in January he’d have to read it before he could decide whether to support it.

Haslam also has had to repeatedly reaffirm his Second Amendment support in the face of criticisms from gun-rights groups for his membership in Mayors Against Illegal Guns. Haslam said it was only after he signed the coalition’s petition that New York City Mayor Michael Bloomberg took the group in a different direction, advocating lawsuits against gun manufacturers for crimes.

Otherwise, his fiscally focused campaign message is one of expediency, he said, given the three minutes he typically has to speak at events.

“You start with those primary things the governor can impact,” Haslam said. “There’ll be plenty of time to talk about social issues. … (But) if you have three minutes, how are you going to differentiate yourself?”
